The report urges Congress and the executive branch to dismantle ICE and replace it with a humane, accountable immigration framework that prioritizes protection, due process, and reparations for those harmed by the current system. It also demands a comprehensive audit of ICE’s contracts with private contractors and an immediate halt to all future detentions.
