The UN Human Rights Office’s Commission of Inquiry has formally charged the Russian Federation with committing crimes against humanity by targeting Ukraine’s energy grid and forcibly recruiting foreign nationals to serve in its armed forces. The allegations cite systematic attacks that disrupted essential services and the use of coercive recruitment practices that violate international humanitarian law.

These findings underscore the urgent need for accountability mechanisms to investigate and prosecute those responsible. The Commission calls on the international community to support independent investigations and to ensure that victims receive reparations and justice.
